Sometimes. Floating LVP or laminate over a sound, well bonded ceramic tile floor is the most common yes, as long as the grout joints are filled and the surface meets flatness tolerance. Carpet, cushion backed sheet vinyl, and existing floating floors always come out. Everything else depends on what a crew finds under the surface.

  • Flatness is the gate. Most floating floor instructions require 3/16 inch over 10 feet, or 1/8 inch over 6 feet. Mohawk's rigid vinyl spec is 1/4 inch over a 10 foot radius with 1/16 inch under a 3 foot straightedge.
  • Grout joints have a threshold. Rigid core LVP instructions from COREtec and Mohawk allow joints up to 1/4 inch wide. Mohawk's laminate instructions require every joint filled flush with Portland cement floor fill.
  • Height adds up fast. Floating LVP adds roughly 3/16 to 3/8 inch. Laminate adds 3/8 to 5/8 inch. Tile over tile adds 1/2 to 3/4 inch once the mortar bed is counted.
  • Stairs have a hard code limit. The IRC allows only 3/8 inch of variation between the tallest and shortest riser in a flight, so raising a landing surface can put a staircase out of compliance.
  • Three substrates are never approved. Carpet, cushion backed or perimeter glued sheet vinyl, and an existing floating floor. Shaw's rigid core instructions state that installation is not allowed over any type of carpet.
  • The warranty is the real risk. Installing over a substrate the manufacturer does not approve voids the product warranty, no matter how good the finished floor looks on day one.

The Two Questions That Decide Everything

The old floor is not really what is being judged. The assembly is. Every yes or no in this guide comes down to two questions a crew answers standing in the room with a straightedge and a moisture meter.

First: is the existing floor a stable, bonded, non compressible surface? A new floor transfers every footstep and every furniture leg straight down into whatever is beneath it. If that layer moves, compresses, or is only loosely stuck to the subfloor, the new floor fails from below. Click joints shear. Glue bonds release. Tile cracks along the weak line.

Second: does the finished height still work? Adding a floor on top of a floor raises the whole room. Doors, dishwashers, exterior thresholds, and stair risers do not move with it. This is the constraint that surprises homeowners most often, and it is the one that turns a simple job into a complicated one.

We have installed rigid core LVP directly over 1990s ceramic in more Charlotte and Raleigh homes than we can count, and those floors perform exactly as specified. We have also walked into rooms where the tile looked fine until someone tapped it and half the field rang hollow. The photograph of your floor cannot answer either question. Only a hands-on look can.

Over Ceramic Or Porcelain Tile: Usually Yes

This is the single most common version of the question, and the answer is generally good news. Rigid core LVP and laminate both float, which means they are not fastened or glued to anything. They only need a flat, solid, dry surface to rest on. A well bonded tile floor is all three.

The conditions are specific, and they differ between the two materials. COREtec and Mohawk both allow rigid core vinyl to run over grout joints up to 1/4 inch wide with no filling. Anything wider gets packed flush with a cementitious patching compound. Laminate is stricter. Mohawk's instructions call for every joint filled to the surface of the tile with Portland cement floor fill, regardless of width, because laminate's locking edge is less forgiving of unsupported spans.

Loose tile is the disqualifier. Our crews tap across the field with a hard object before anything else happens, and a hollow ring means that tile is not bonded to the slab or backer board underneath it. Debonded tiles either come out or get re-set. Skipping that check is how a brand new floor develops a soft, clicking spot six months later.

The Flatness Number That Actually Governs

Most floating floor instructions in the Shaw and COREtec families require the substrate to be flat within 3/16 inch over 10 feet, or 1/8 inch over 6 feet. Mohawk's rigid vinyl instructions use a different measure: 1/4 inch over a 10 foot radius, with no more than 1/16 inch under a 3 foot straightedge. Those are not interchangeable numbers, and the product in the box decides which one applies.

For nail down hardwood, the National Wood Flooring Association allows a looser tolerance of 1/4 inch over 10 feet when fasteners are 1 1/2 inches or longer. Glue down and floating hardwood tighten back to 3/16 inch over 10 feet. The mistake we see most often is a homeowner reading one number online and assuming it covers every product and every method.

Tile Over Tile Is Also On The Table

Setting new tile over old tile is permitted by the Tile Council of North America where there is no floor height or wall thickness limitation and the existing tile is well bonded. The relevant Handbook procedures are methods TR712 and TR713.

Two cautions come with it. TCNA recommends a bond test first, because not every thin set, including polymer modified products, will bond directly to a glazed tile surface. Mechanical or chemical abrasion is often required to get a grip. TCNA also advises running a toxic metals analysis before abrading an old glaze, since some older glazes contain lead, and using respiratory protection during the work. Beyond the surface, the framing itself has to carry the load. The working industry figure for ceramic tile remains L/360 deflection measured before the tile underlayment goes in.

Over Hardwood: Yes, At An Angle

An existing solid wood floor is one of the better substrates in the house. It is rigid, it is fastened down, and it is already flat enough in most cases to take a floating floor with nothing more than a pass to knock down high spots.

New nail down hardwood over old hardwood is also permitted. The NWFA position is that wood flooring can be nailed to an existing flat, dry, structurally sound solid strip or plank floor by sanding high spots and laying the new floor at a 45 to 90 degree angle to the existing boards. The angle matters because fastening parallel to the old boards puts the new nails into the same seams and gaps repeatedly. If the design calls for running parallel, an added underlayment of at least 3/8 inch, with 1/2 inch preferred, restores the freedom to run any direction.

One correction worth making, because it circulates constantly: nail down hardwood does not universally require 3/4 inch plywood underneath. The requirement is set by joist spacing. At 16 inches on center, nominal 5/8 inch CD Exposure 1 plywood is acceptable. Between 16 and 19.2 inches on center, the spec moves to nominal 3/4 inch tongue and groove. Between 19.2 and 24 inches, it moves again to nominal 7/8 inch tongue and groove plywood, nominal 1 inch OSB, or a two layer subfloor system. Particleboard is not an acceptable underlayment for nail down at any spacing.

Worth naming the alternative here. If the existing hardwood is structurally fine and only looks tired, sanding and refinishing it is a real option and often the better one. That is a job for a refinishing specialist rather than an installer. Go Flooring focuses on new installation when full replacement is the right call.

Over An Existing Floating Floor: The Expensive Myth

This one produces more failed floors than any other assumption in the category. A floating floor is not a substrate. It is a free floating assembly that expands, contracts, and shifts slightly under load by design.

Mohawk lists "floating floors" and "laminate" directly on its non approved substrate list for rigid vinyl plank, with the instruction to remove them and remove old adhesive before installing. Shaw explains the mechanism plainly: soft underlayment and soft substrates compromise the product's locking ability. Stack a second floating system on the first and you get compound movement, two independent expansion planes working against each other, and click joints taking stress they were never engineered for. The failure shows up as separated seams and peaking, usually within the first two seasonal humidity swings.

There is no prep that fixes this. The existing floating floor comes out. The upside is that it is the easiest tear out in the category, because nothing is glued or nailed down.

Over Sheet Vinyl And Vinyl Tile: Test Before You Touch It

One layer of fully adhered, non cushioned sheet vinyl or vinyl tile is an acceptable substrate for a floating floor. Two layers are not. Cushion backed and perimeter glued sheet vinyl are not, because both compress under point loads and shear the locking joints of whatever sits on top.

Older resilient flooring carries a second consideration that has nothing to do with performance.

Contractor Warning

Vinyl asbestos tile, classically in a 9 inch by 9 inch format, asphalt tile, sheet vinyl backing felt, and black asphaltic cutback adhesive can all contain asbestos. The Resilient Floor Covering Institute's guidance is blunt: unless you are positively certain a product is non asbestos containing, you must presume that it contains asbestos.

The EPA's position is that asbestos containing material in good condition that will not be disturbed generally does not release fibers, and that improper removal can increase household exposure. Its own guidance lists installing new floor covering over it as a preferred option where possible. Do not sand it, do not try to level it, and never run a power stripper over flooring that may contain asbestos.

Have suspect flooring sampled by an accredited inspector before any work starts. If removal is required, that work belongs to an accredited abatement contractor, and the EPA suggests using separate firms for assessment and abatement. Asbestos abatement is not a service Go Flooring provides.

Over Carpet: Never

Short section, because there is nothing to weigh. Shaw's rigid core instructions state that installation is not allowed over any type of carpet. Mohawk lists carpeting and carpet pad as non approved. CRI 105, the Carpet and Rug Institute's residential installation standard, says carpet should not be installed over existing carpet either.

Carpet and pad compress by design. That is the entire product. Every step on a floor installed above it flexes the assembly, and a click joint that flexes eventually fails. The old carpet, the pad, and the tack strip all come out.

Going the other direction, carpet over an existing hard surface is routine. CRI 105 calls for tack strip at least 1 inch wide and 1/4 inch thick with a minimum of two fasteners per piece, and a gully between strip and wall that does not exceed 3/8 inch. Over ceramic tile, nails will not hold, so strips have to be adhesive anchored, surface finishes removed, the surface abraded, and grout lines filled flush. Over radiant heat, fastening switches to a manufacturer approved adhesive with no nails or screws at all.

The Height Problem Nobody Budgets For

The technical yes is only half the answer. On a recent job in the Atlanta metro, the tile was sound, the flatness was well inside tolerance, and the floating LVP would have gone down in a day. The dishwasher was the problem. Another 3/8 inch of floor would have wedged it under the countertop with no way to pull it out for service without cutting the new floor.

Four Clearances To Measure Before Anyone Quotes You

  • Dishwasher opening. The standard undercounter cavity is 24 inches wide by 34 to 36 inches high by 24 inches deep. Raising the floor eats that vertical allowance directly, and ranges and refrigerators on slides have the same exposure.
  • Door swing. Interior doors and bifolds can usually be undercut. Exterior doors and their thresholds often cannot, because the weatherstripping and sill have no adjustment left.
  • Stair risers. IRC section R311.7.5.1 caps riser height at 7 3/4 inches and limits the tallest riser in a flight to no more than 3/8 inch above the shortest. Raising a landing or an upper floor surface changes one riser only. A 1/2 to 3/4 inch tile buildup breaks that limit by itself and creates both a code problem and a trip hazard.
  • Transitions to adjoining rooms. A floor that is now proud of the room next door needs a reducer or T molding rather than a flush transition, which is a visible design decision, not just a technical one.

When Tearing Out Beats Building Up

Leaving the old floor in place is faster and less disruptive, and when it is allowed it is usually the right call. These are the conditions where our crews recommend removal even though covering is technically possible.

Cover It When The existing floor is fully bonded, within flatness tolerance, and the room has the vertical room to spare. Covering sound ceramic with rigid core LVP is the cleanest example: no demolition dust, no debris hauling, and the tile keeps doing its job as a rigid layer underneath.
Remove It When The Height Fails If the added height traps an appliance, blocks an exterior door, or pushes a stair riser past the 3/8 inch IRC variation limit, height wins the argument. Removing 1/2 inch of old tile to gain the clearance back is cheaper than modifying cabinetry, doors, or a staircase.
Remove It When The Slab Has Not Been Tested An existing floor can hide a moisture problem. Testing a slab requires access to it. ASTM F2170 places probes at 40 percent of slab depth with a 24 hour equilibration, three holes for the first 1,000 square feet and one more per additional 1,000. Manufacturer limits in this category run 5 to 8 pounds by ASTM F1869 and 85 to 90 percent relative humidity by F2170.
Never Cover, Regardless Of Convenience Carpet and pad. Cushion backed or perimeter glued sheet vinyl. An existing floating laminate or LVP floor. More than one existing layer of resilient flooring. Any substrate the product's own instructions exclude, because that exclusion is what the warranty is written against.

Can you install LVP over ceramic tile?

Yes, in most cases. The tile must be fully bonded, sound, dry, and within the flatness tolerance in the product instructions. COREtec and Mohawk allow rigid core vinyl over grout joints up to 1/4 inch wide, with wider joints filled flush using a cementitious patching compound. Loose or hollow tiles must be removed or re-set first.

Do you have to remove old flooring before installing new flooring?
